Goindocal, March 26 : Whichever newspaper you pick up or news channel you click or browse through any news related site in internet, one thing you will find in common and that is all of them are hogging the landmark news that from 2013 onwards, it will be possible to implement online registration of FIRs across the country. It is a path breaking initiative and needs to be welcomed with both hands. It is bound to be extremely beneficial for the people at large especially the victims who are unable in some way or the other to reach police station at the earliest.
Armed with laptop or any other form of communication which can make possible the online filing of FIRs, it will be a child’s play to lodge FIR once this path breaking initiative is implemented on the ground. Therefore, it certainly deserves universal applause, unconditional and unstinted support from all quarters which it is already receiving also and it is only the criminals and law breakers who will have to spend sleepless nights once this new and historic initiative is practically implemented.
It brooks no delay any further and must be implemented as early as possible so that the common man is saved from numerous hassles which they face in one form or the other right now while trying to lodge FIR. They obviously will benefit immensely once this path breaking initiative starts functioning on ground.
Just recently, the Home Minister P Chidambaram on March 21, 2012 spoke about the possibility of making online filing of FIRs possible by 2013. For this, he relied on the implementation of his ministry’s flagship project – the Crime and Criminal Tracking Network and Systems (CCTNS) – that aims to finally link over 14,000 police stations across the country.
He made it clear in no unequivocal terms that, "The CCTNS is a project that is under implementation. It would be completely implemented by the end of this year or early next year, and then, online registration of FIRs will be possible.’’ Also while responding to a question by Trinamool Congress member D Bandyopadhyay whether FIRs can automatically get registered at ‘thana’ level, P Chidambaram remarked: "That is the goal. When the CCTNS is fully implemented, all FIRs can be registered online."
For making my readers more enlightened in this regard, I would like to further bring out here specifically that at present, Delhi Police has a system of "uploading and viewing" FIRs registered in the capital within 24 hours of registration with the sole exception being those declared insensitive by ACP or DCP of the district concerned. This system which I have just now mentioned has been functioning effectively since February 1, 2012.
It is a matter of great satisfaction to note that from 2013 onwards or year end of 2012, "Online registration of First Information Report will be possible’’ once server and network is established. It is bound to provide a lot of succor to all and most of all to women victim who after being subjected to any crime don’t want to meet anyone or talk to anyone, leave alone the question of going to police station and perform the uphill task of lodging an FIR against the concerned offenders by again narrating the nightmare experiences in front of male police cops who mostly then ask all types of questions which further does the job of rubbing salt on her deep wounds.
Many times, it is seen that police tries to persuade her to get over it by forgetting everything and leaves no stone unturned in convincing her to desist from lodging FIR against the concerned offenders. Once this new system comes into play, women will be saved from all this harrowing experiences which she has to undergo the moment she steps inside a police station which apparently we all are fully aware of but feel shy to admit it publicly.
This holds true for other offences as well and thanks to our alert media, many times we see for ourselves how many times some police cops openly either refuse to lodge an FIR or try to extract bribe for lodging the same or resort to some other way to either shield the concerned offenders or unduly harass victims for serving their own vested interests of obtaining easy money or to show that in their area of jurisdiction, the crime rate is minimum and earn the laurels of not only their seniors but also the political bosses for the same.
All this open mockery of rules and regulations will end once the present system comes into play. At least this is what I very strongly feel and I am quite sure that my optimism will not turn out to be misplaced
